Memorial Day Ceremony: The annual Memorial Day Ceremony at Star Park was canceled this year. However, the local sponsors and the City have produced a special videotaped program of the Memorial Day Ceremony that can be viewed on Coronado TV (Spectrum 19/AT&T 99) on Memorial Day, May 25, at 10 a.m. Special thanks to sponsors – Veterans of Foreign Wars Post 2422, Coronado Post; United States Navy League, Coronado Council; Military Officers Association of America, Silver Strand Chapter; and Marine Corps League, Coronado Detachment. Memorial Day Holiday: The City of Coronado will observe the Memorial Day holiday on Monday, May 25. Public Services crews will not sweep streets on the holiday. EDCO will not perform regular residential trash collection on Memorial Day. See the schedule below for any services that will remain open with varying hours of operation:

Restaurants, Retail Shops May Resume Limited Operations: San Diego County was given approval late Wednesday, May 20, by the state to move farther into Stage 2 of the safe reopening plan by allowing restaurants to offer indoor dining and retail establishments in-store shopping while abiding by the County’s Restaurant Operating Protocol. The form can be found on the County’s website and contains measures for ensuring employee and customer safety, as well as proper social distancing,  public education and sanitation. Businesses need to follow state and County guidance, and complete and post their safe reopening plans. Visit the County’s website for questions on safe reopening plans. Retail businesses need to complete the County's Safe Reopening Plan, print and post it at their entrance. Businesses can also contact the County’s dedicated email for specific questions about the protocols at COVID19BusinessQuestions@sdcounty.ca.gov.

May 19 Council Meeting Items: The City Council discussed several COVID-19 related items at its May 19 meeting, including sending a letter to the state in support of allowing small businesses to operate under the same conditions currently provided big-box retailers. The Council also addressed outdoor restaurant dining, beach use, the reopening of the Tennis Center, resuming parking enforcement in the commercial district, and various parking restrictions around Coronado.

  • With Coronado restaurants now being allowed to reopen for dine-in service with conditions, Coronado believes occupancies will be limited for sit-down restaurants. To regain capacity, restaurants will be seeking to expand outdoors. To allow local restaurants to temporarily serve dining patrons in parking lots or other dedicated parking spots, or other open areas near their restaurants, Council members agreed to waive their parking code requirements. The City will consider all proposals on a case-by-case basis. (See below for more details.) Restaurants must obtain approval by the state Alcoholic Beverage Control for alcohol-related service outside their existing permits. The Council approved the arrangement until Aug. 1 or until limitations on indoor seating are lifted. The City is aware that this may exacerbate the already limited supply of parking in the area and will monitor the situation. The Council also directed staff to identify other public areas suitable for outdoor dining for future council consideration. Restaurants can send an email to the Community Development Department at communitydevelopment@coronado.ca.us.
  • When the San Diego County health officer opens local beaches for passive use, the Council agreed to follow whatever guidelines are issued. The County may soon allow people to sit, picnic or lay on the sand if they are within their own household groups, which is what is now allowed at parks. The Council supports the move and asks the public to heed social distancing and sanitation measures once passive use is allowed. Dog Beach, Sunset Park and the fire rings remain closed.
  • Regarding parking, Council members approved lifting parking restrictions along Ocean Boulevard on the non-beach side of the street. The Council also approved relaxing parking restrictions at the parking lot at the bird sanctuary on the southern end of the Silver Strand, along Cays Boulevard, and around Glorietta Bay Park. The parking changes are in accordance with a new public health order that states that half of the available parking may be reopened. The County has not, however, reopened parking lots at the beach.

  • Based on an increase in commercial activity as more restaurants and retail businesses reopen, the Council directed city staff to resume metered parking enforcement. The Police Department will begin with written warnings and follow that with parking citations beginning May 28. As more restaurants and retail businesses reopen, it is hoped that an increase in parking demand and pedestrian activity will return to the commercial district. With that return of activity, parking will need to be managed via the parking meters.

  • Council members approved the reopening of the Tennis Center on Wednesday, May 20. This comes after the San Diego County public health officer amended an order to allow for tennis to resume under monitored limited conditions. No more than two individual participants or one household group is allowed on the court at a time. The courts must be monitored, and masks and temperature checks are required. Call the Tennis Center from 8 a.m. to 4 p.m. daily at (619) 522-2650 and leave a message to make a reservation. Wait for a return call confirmation.Staff was directed to return with costs associated with reopening the Cays Tennis Courts at a future meeting.

  • As businesses are allowed to conditionally reopen in Coronado, there is a need to monitor and educate businesses to ensure they follow San Diego County’s safe reopening plan. The City Council agreed to work with Coronado MainStreet to provide that service. Mainstreet will provide temporary business monitoring to assist businesses in compliance with various conditions during the health emergency.

  • The City Council also agreed to form a Council subcommittee, assigning Councilmembers Whitney Benzian and Bill Sandke to the group, to review and approve a letter drafted by staff in support of the County’s request for moving forward with a pilot program for a Stage 3 reopening. The Council will review the letter at its next meeting. However, the letter will be sent once approved by the subcommittee.

Temporary Outdoor Seating: The City Council agreed earlier this week to waive Coronado’s parking code requirements to allow local restaurants to temporarily serve dining patrons in parking lots, other dedicated parking spots or other open areas near their restaurants. The Council action taken May 19 was due to the expectation that restaurants would be given the go-ahead by state and County officials to offer limited dine-in service. Restaurants were given the OK late on Wednesday, May 20, to reopen as early as May 21 if they met certain requirements. The Council actions will allow Coronado restaurants to maintain but not exceed their previously approved seating occupancy prior to the COVID-19 emergency required them to close or greatly reduce their operations. Temporary outdoor seating may be provided on a sidewalk, within an on-site outdoor space or in a privately-owned parking lot subject to the conditions and limitations outlined in a City handout and application form found on the Community Development web page. The application can be filled out and submitted electronically. There is no fee. Submit the application with a seating plan to communitydevelopment@coronado.ca.us for faster service.  The County website has interior dining protocols for reference.

Free Summer Shuttle Canceled: The City Council canceled Coronado’s Free Summer Shuttle at its May 5 meeting due to the ongoing public health emergency. The City has contracted with the San Diego Metropolitan Transit System since 2013 to operate the Free Summer Shuttle for Village bus service at 15-minute intervals along the existing 904 route. As a result of the governor’s stay at home orders, many major summer events have been canceled such as the City’s Fourth of July celebration, including the parade and fireworks display, and there is no longer a need to offer the free Summer Shuttle, Fourth of July Special Service, and free MTS Day Passes. The program was set to run daily from May 22 through Labor Day, Sept. 7. Launched in the summer of 2013 to help keep residents and visitors out of their cars during Coronado’s busiest season, the program would have been in its eighth year of operation. The Free Summer Shuttle program offers courtesy rides along Coronado’s commercial corridor. The MTS contract totaled $171,693.

Banners Along Orange: The City installed new banners on the median recognizing the work of our public safety first-responders, Public Service workers and all the essential service workers who have continued working to keep us safe during the COVID-19 emergency. This week was National Public Service Workers Week in America but Coronado recognizes the work of the Public Service Department in maintaining our parks, streets and vital infrastructure throughout the year.

Lifeline Business Loan Program: The City reopened the Lifeline Business Loan program to Tier 2 businesses earlier this week. So far, loans totaling just over $1 million were approved for 71 eligible Tier 1 businesses. Sixteen new Tier 2 applications worth $240,000 are now being processed. To qualify, Tier 2 businesses need to generate sales tax. The City Council approved the Lifeline Business Loan program to quickly help local businesses who were forced to close or vastly reduce their operations due to the coronavirus pandemic. Skatepark Reopens: The City’s Skatepark has reopened on a limited basis with reservations required 24 hours in advance. The Skatepark reopened on Friday, May 15, and over the weekend, 38 users used the facility. There is no charge at this time. No more than two half-hour slots may be reserved per day and two patrons or two household groups will be allowed per half-hour. Call (619) 708-8342 and leave a message or email recdept@coronado.ca.us for reservations. Patrons must wear a mask when interacting with staff and provide their own safety equipment and all gear. Read the Coronado Skatepark Safety Protocol for information during the special COVID-19 re-opening. The hours will be limited to Monday through Friday from 2:30 to 6:30 p.m. and Saturday and Sunday from noon to 6:30 p.m.

Sea Level Rise Planning Update: The City was awarded a $221,000 adaptation planning grant from the California Department of Transportation in October 2019. The grant will be used to prepare a sea-level rise vulnerability and adaptation plan. The plan will forecast anticipated sea-level rise through the year 2100 to identify critical public infrastructure and private improvements that may be vulnerable to rising sea levels. The plan also will outline a menu of potential adaptation strategies the City may consider employing to reduce or mitigate seal level rise impacts. The City issued a Request for Qualifications for qualified consultants to provide technical support in March 2020 and received six proposals. Staff anticipates presenting a proposed contract for the City Council’s consideration this summer.  As part of the process to develop the plan, the City intends to conduct a robust public outreach and engagement process.  It is expected that a final plan will be complete by December 2021.

Third, Fourth, and I Avenue Storm Drain Project:  Trenching operations on the 200 block of I Avenue continued this week on the Third, Fourth and I Avenue Storm Drain Improvement project. A base layer of asphalt was installed along the trench line of the 100 block of I Avenue. A final “finish course” of asphalt will be installed once all trenching work is completed for the project. As required by the California Department of Transportation, the contractor anticipates beginning night work on Sunday, May 31, to cross Third Street. This work is expected to continue through Thursday night, June 4.

Virtual Historic Preservation Symposium: The Coronado Historical Association will host its free annual Historic Preservation Symposium on Thursday, May 28, at 3 p.m. The event, co-hosted by the Coronado Historical Association, Coronado MainStreet and the City of Coronado, will be conducted remotely this year via Zoom, and it will also be streamed by the Coronado Historical Association on its Facebook page. Coronado Associate Planner Tricia Olsen will describe the City’s Historic Resource Ordinance and the process to apply for Historic Designation and Mills Act tax incentives. Bike Month: May is Bike Month in Coronado and, although we are in the midst of a public health emergency, we can all thankfully still ride our bikes. With the proper social distancing measures in place and keeping in mind that riding alone is best, new and seasoned bike riders can hit the streets, log their miles and earn some great prizes through regional and national bike challenges. Household Hazardous Waste Update: Last Saturday, May 16, 225 people went through the City’s Household Hazardous Waste drop-off set up at the Public Services Yard. This far exceeds the previous one-day record of 120 drop-offs. The service was suspended starting on March 21 due to the coronavirus pandemic. This was the first Saturday back in operation. The service is currently on a biweekly schedule, with the next drop-off day being Saturday, May 30, followed by June 13, and June 27.

Animal Care Facility: The Coronado Animal Care Facility, which is run by the nonprofit PAWS of Coronado on behalf of the City, will continue to be closed to the public, however, PAWS restarted adoptions by appointment on May 18. Check the PAWS has more information on its website. PAWS staff continues to take care of the animals with adjusted procedures to make sure it is operated in a safe manner. If anyone from the community needs animal services, such as help with relinquishments, impound pick-ups and other services, PAWS is asking people to call (619) 522-7371. PAWS is suspending the processing of licenses at this time and will notify the community when this service is once again available.

Osher Lecture: This week’s Osher online lecture, brought to Coronado residents by the City's Spreckels Center and UC San Diego's Osher Lifelong Learning Institute, is “The Arc of Western Art and the Great Disruptions of the Renaissance and Impressionism.” It will be available for online viewing through Monday, May 25. Presenter Linda Blair taught art history for many years in the East (where she was also a docent at The Cloisters), at the Athenaeum Library in La Jolla, and at the Osher Institute.
