5.         CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 7) Approved.

c.         Consideration of Encroachment Permit Application for a Retaining Wall and Private Fence in the Backyard Easement at 161 Alder Street.  (Pg 27) The Council approved an encroachment permit application for a private fence and masonry wall in the backyard easement at 161 Alder St. as proposed in the draft encroachment agreement attached to this staff report.

d.         Consideration of Encroachment Permit Application for a Historic Brick Wall in the Public Right-of-Way at 519 Ocean Boulevard.  (Pg 35) The Council approved an encroachment permit application for a brick perimeter wall which is part of a historic property at 519 Ocean Blvd. as depicted in the encroachment layout, which is Attachment 1 to the staff report.

e.         Authorize the City Manager to Negotiate and Execute a Contract with Impact Activities, Inc. to Provide Tennis Concessionaire Services at the Coronado Tennis Center.  (Pg 47) The Council authorized the City Manager to enter into negotiations and execute a contract for Tennis Concessionaire services with Impact Activities, Inc.

f.          Ratification of Agreement with the Office of Administrative Hearing.  (Pg 57) The Council ratified the agreement with the Office of Administrative Hearings to retain an administrative law judge for disciplinary hearings.

 

10.       CITY COUNCIL:

b.         Continued: Report Regarding On-Demand Electric Transportation Services.  (Pg 75) The Council received a report and directed staff to further evaluate the service; benchmark other cities offering a similar service; look for funding sources for such a program; work to initiate a pilot program to get cars off the street, reduce parking and congestion, offer a convenient service to residents; and research ways to involve the Coronado Cays and the Navy. This item was continued from the Jan. 19, 2021, City Council Meeting.

**c.     Continued: Quarterly Tasks and Projects Progress Report.  (Pg 79) The Council received and filed the report. This item was continued from the Jan. 19, 2021 City Council Meeting.

d.         Approve the Fiscal Year 2021-2022 Community Grant Program Documents.  (Pg 89) The Council approved the final program documents for the FY 21-22 Community Grant Program, authorized the release of the FY 21-22 Community Grant Program applications and an accelerated timeline to approve grants, if possible. The Council imposed a $200,000 cap per organization across all categories.

e.         Report and Update on Relinquishment and Acceptance of State Routes 75 and 282.  (Pg 105) The Council received a report and directed staff to collaborate and consult with the appropriate authorities within the Navy to draft a side letter or memorandum of understanding on ensuring base access by the date to introduce legislation on relinquishment and acceptance of state Routes 75 and 282 with regard to provisions and conditions of accepting ownership of state Routes 75 and 282.

f.          Authorize the City Manager to Solicit Qualifications for City Attorney and As-Needed Outside Legal Counsel Services and Appoint a Temporary Council Subcommittee to Review Qualifications.  (Pg 113) The Council authorized the City Manager, or his designee, to issue a Request for Qualifications for the selection of a firm to provide municipal legal services and the selection of firms to provide as-needed outside legal counsel services. The Council appointed two members of the City Council – Marvin Heinze and Casey Tanaka -- to a temporary subcommittee tasked with reviewing qualifications submitted by responding firms and issuing a recommendation to the City Council.
