City Council Actions from Sept. 7, 2021

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-21 and Fiscal Year 2021-22.  (Pg 3) Approved.

c.         Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending June 30, 2021. (Pg 27) The Council examined the quarterly Reports on Investments and ordered them filed.

d.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Amending its Fiscal Year 2020-21 Personnel Authorization and Compensation Plan to Reflect Fiscal Year 2021-22 Position, Compensation, and Benefit Changes.” (Pg 37) The Council adopted the resolution amending its Fiscal Year 2020-21 Personnel Authorization and Compensation Plan to reflect Fiscal Year 2021-22 benefit changes.

e.         Accept the Appropriation of Fiscal Year 2020-21 Vets Connect Grant Funds from the Pacific Library Partnership in the Amount of $3, 462. (Pg 65) The Council accepted the grant of $3,462 from the Pacific Library Partnership to support the Veterans Resource Center at Coronado Public Library.

f.          Consider for Approval the City of Coronado’s Revised Emergency Operations “Basic” Plan. (Pg 67) The Council approved and adopted the revised version of the City of Coronado’s Emergency Operations “Basic” Plan to serve as the basis for managing large scale disasters within the jurisdiction. This plan will be used in conjunction with the San Diego County Operational Area Emergency Operations “Basic” Plan Functional Annexes and local standard operating procedures.   

g.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of 2021 Regional Realignment Response Group Funds in the Amount of $5,000 Provided by the Community Corrections Partnership (CCP) Through the County of San Diego Sheriff’s Department.” (Pg 151) The Council adopted the resolution authorizing the receipt and appropriation of 2021 Regional Realignment Response Group Funds in the amount of $5,000 provided by the Community Corrections Partnership through the County of San Diego Sheriff’s Department.”

h.         Authorize the City Manager or Their Designee to Enter into a Cooperative Purchasing Agreement with Faro Technologies, Inc. for a Faro Focus S 150 Laser Scanner in an Amount Not to Exceed $71,000. (Pg 155) The Council authorized the City Manager or their designee to issue a purchase order to Faro Technologies via cooperative purchasing using the General Services Administration schedule of contracts #GS-07F-197GA in an amount not to exceed $71,000.

**i.      Action Regarding Response to COVID-19. (Pg 157) The Council extended the temporary outdoor seating permit program and the waiver of parking requirements through March 31, 2022, temporarily suspended the City’s non-conforming use restrictions for eating and drinking establishments retroactively through March 31, 2022, and directed staff to work with the Coronado Chamber of Commerce to come up with other proposals in support of expanded dining to help local restaurants that the Council can consider before the March 31, 2022, deadline.

**j.      Authorization to Issue a Five-Year Commercial Use Permit to the “Coronado Flower Lady” for Use of City Property for Commercial Activity. (Pg 159) The Council authorized the City Manager or their designee to execute the Commercial Use Permit for a five-year period and directed staff to adjust the Commercial Use Permit to be consistent with the Coronado Municipal Code’s revocation proceeding as it relates to Section 6 Fee, subsection 6.7.

 

10.       CITY COUNCIL:

b.         Receive and File the Report on the Results of the 2021 National Community Survey for the City of Coronado and Provide Direction. (Pg 171) The Council received and filed the report.

**c.     Introduction and First Reading of “An Ordinance of the City Council of the City of Coronado, California, Adding Subsection C to Section 2.04.060 of the City of Coronado Municipal Code Regarding Official Bonds and Insurance” and Adoption of a Resolution Setting the Minimum Insurance Policy Limit as an Alternative to Official Bonds. (Pg 179) The Council introduced the ordinance adding Subsection C to Section 2.04.060 of the City of Coronado Municipal Code regarding official bonds and insurance;” directed the City Clerk to read the title of the proposed ordinance; and adopted a resolution setting the minimum insurance policy limit to be used as an alternative to official bonds.

d.         Consider and Discuss Amending the Coronado Municipal Code to Include an Appointment Procedure to Fill Vacancies on the City Council. (Pg 187) The Council directed staff to return with an ordinance to repeal Coronado Municipal Code 1.80.020, which established procedures for filling City Council vacancies, and defer to applicable provisions of the California Government Code and California Elections Code.

e.         Authorize Staff to Release the Administrative Draft Climate Action Plan for Public Review and Comment. (Pg 193) The Council authorized staff to release the administrative draft Climate Action Plan (CAP) for a 60-day public review and comment period.
