City Council Actions from November 15, 2016
5. CONSENT CALENDAR:
a. Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda. (Pg 3) Approved.
*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2016-2017. (Pg 5) Approved.
c. Authorization for the City Manager to Execute a Cooperative Purchase Agreement for an Amount Not to Exceed $90,000 for the Purchase of One Ford Explorer. (Pg 47) The Council authorized the City Manager to execute a purchase agreement through a cooperative purchasing program.
d. Annual Review of the 2017 Local Appointments List Regarding Upcoming Vacancies on Local Boards, Commissions, and Committees. (Pg 49) The Council reviewed the 2017 Local Appointments List and authorized the City Clerk to post said list at the Coronado Library.
e. Approve the Orange Avenue Corridor Street Light Poles Holiday Banner Designs as Recommended by the Cultural Arts Commission. (Pg 61) The Council approved the holiday banner designs for installation on the Orange Avenue median from First Street through Avenida de las Arenas from late November through early January 2017.
f. Cancel the January 3, 2017, City Council Meeting. (Pg 65) The Council canceled the January 3, 2017, City Council meeting.
8. PUBLIC HEARINGS:
a. Public Hearing: Adoption of a Resolution Approving a One-Lot Tentative Subdivision Map to Allow for Condominium Ownership of Five Residential Units for the Property Addressed as 1014 Fifth Street in the R-4/OACSP (Multiple Family Residential/Orange Avenue Corridor Specific Plan) Zone (PC 2016-08). (Pg 71) The Council adopted the resolution.
b. Public Hearing: Adoption of a Resolution Approving a One-Lot Tentative Parcel Map to Allow for Condominium Ownership of Two Residential Units for the Property Addressed as 900 G Avenue in the R-3 (Multiple Family Residential) Zone (PC 2016-09). (Pg 83) The Council adopted the resolution.
c. Public Hearing: Consideration of an Environmental Impact Report and Request for Approval of a Coastal Permit for a Proposed Public Restroom Adjoining the Cul-de-Sac at the Southwesterly End of Avenida del Sol (CP 2016-01; IS 2013-05 South Beach Restroom Project). (Pg 95) The Council adopted a resolution to certify a Final Environmental Impact Report for a proposed public restroom (South Beach Restroom) adjoining the cul de sac at the southwesterly end of Avenida Del Sol; Approved a Coastal Permit; and directed staff to file a Notice of Determination.
11. CITY COUNCIL:
b. Introduce the Adoption of Various California Building Codes by Reference, Specifically Introduction of “An Ordinance of the City Council of the City of Coronado, California Repealing Chapters 44.04, 70.01, 70.05, 70.06, 70.20, 70.25, 70.30, 70.40, 70.50, 70.60, 70.80, 70.100, 70.110, and 70.120 of the Coronado Municipal Code and Adopting New Chapters 70.01, 70.05, 70.06, 70.10, 70.20, 70.25, 70.30, 70.40, 70.50, 70.60, 70.80, 70.90, 70.100, 70.110, 70.120, and 70.130 of the Coronado Municipal Code which Adopt by Reference the Uniform Administrative Code, the Uniform Code for the Abatement of Dangerous Buildings, the Uniform Housing Code, and the 2016 California Administrative Code, Building Code, Residential Code, Electric Code, Mechanical Code, Plumbing Code, Energy Code, Historic Building Code, Fire Code, Existing Building Code, Green Building Standards, and Referenced Standards Code.” (Pg 285) The Council introduced the ordinance for first reading and set a public hearing for adoption of the various codes.
c. Authorization to Proceed with a Cultural Arts Planning Process and Approval of an Appropriation of $120,000 from the Cultural Arts Commission Fund Balance for the Proposed City of Coronado Arts and Culture Strategic Plan. (Pg 331) The Council authorized City staff and the Cultural Arts Commission to proceed with developing a Request for Proposals for a proposed City of Coronado Arts and Culture Strategic Plan with the goal of developing recommendations to the City Council for a process to include contracting for the services of cultural planning professionals.
13. COMMUNICATIONS - WRITTEN:
a. Consideration of Request from Councilmember Woiwode to Agendize City Council Discussion Concerning the Level of City Council Compensation and a Process for Setting It. (Pg 333) The Council agreed to place the request on a future agenda for consideration.
