5. CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 13)  Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2016-2017.  (Pg 15)  Approved.

c.         Acceptance of the Coronado Cays Entrance Improvements Project and Direction to the City Clerk to File a Notice of Completion.  (Pg 89)  The Council accepted the Coronado Cays Entrance Improvements Project and directed the City Clerk to file a Notice of Completion.

d.         Authorization for the City Manager to Extend LaRoc Environmental’s Professional Services Contract and Increase Purchase Order No. 1600112 by $78,223 for Storm Water Program Management Support.  (Pg 91)  The Council authorized the City Manager to extend LaRoc Environmental’s professional services contract and increase the amount of Purchase Order 1600112 by $78,223.

e.         Award of a Professional Engineering Design Services Contract to Psomas for a Not-to-Exceed Amount of $51,765 for the Design of the Sunset Park Improvements Project.  (Pg 97)  The Council authorized the City Manager to execute an agreement with Psomas to design the Sunset Park Improvements Project.

f.          Award a Professional Engineering Services Contract to Atkins for a Not-to-Exceed Amount of $179,715 for the Design of the Wastewater Main Replacement Program Phase 2.  (Pg 105)  The Council authorized the City Manager to execute the agreement.

g.         Adoption of a Resolution to Designate a Blue Curb Parking Zone in Front of 555 H Avenue.  (Pg 123)  The Council adopted the resolution.

h.         Adoption of a Resolution to Designate a 20-Foot Yellow Curb Loading Zone at 333 Orange Avenue.  (Pg 133)  The Council adopted the resolution.

i.          Authorization for the City Manager to Execute a Cooperative Purchase Agreement in an Amount Not to Exceed $40,000 for the Purchase and Installation of Modular Furniture for the Public Services Administrative Offices.    (Pg 151)  The Council authorized the City Manager to execute the purchase agreement.

j.          Accept a $25,000 Grant from the Unified Port of San Diego for Expenses Associated with the July 4, 2016, Celebration and Disbursement of $25,000 to the Coronado Fourth of July Committee.  (Pg 153)  The Council agreed to accept the grant and disburse funds to the Coronado Fourth of July Committee.

k.         Adoption of a Resolution to Designate Red Curb No Parking Zones at Various Locations in the Coronado Cays.  (Pg 155)  The Council adopted the resolution.

 

10.       CITY COUNCIL

b.         Receive Report on the Phased Removal and Replacement of the City’s Pepper Trees and Authorize Implementation.  (Pg 169)  The Council received the report on the phased removal and replacement of 900 Brazilian (Schinus Terebinthifolius) and California (Schinus Molle) Pepper trees which will be implemented over the next 20 years. The Council authorized City staff to implement the plan.

c.         Update on Expediting Construction of a City-Owned Wastewater Treatment-Water Reclamation Plant and Authorization to Issue a Request for Qualifications for a Consultant to Assist City Staff in the Development of Design-Build Documents; Construction Support; and Project Close Out for a Water Reclamation Plant on the Coronado Municipal Golf Course.  (Pg 187)  The Council authorized the Public Services & Engineering Department to issue a Request for Qualifications for consultant services to prepare documents to define the design intent to enable the City to enter into a design-build contract and guide the City through the process.

d.         Adoption of “A Resolution of the City Council of the City of Coronado to Establish Prequalification Procedures for the Installation and Maintenance of an Adaptive Traffic Signal System for the Four Signals on State Route 75 in the Vicinity of Naval Amphibious Base; Approve the Form of a Prequalification Questionnaire; Adopt a Uniform System of Rating Bidders; Create an Appeal Procedure; and Approve Such Other Documents as Necessary to Comply with State Law.”  (Pg 205)  The Council adopted the resolution.

e.         Approval of the City of Coronado 2017 Legislative Policy Guidelines.  (Pg 243)  The Council accepted and adopted the City of Coronado Legislative Policy Guidelines for 2017.

f.          Consider Contract for State Lobbyist Services.  (Pg 267)  The Council agreed to continue a contract with JGC Government Relations on a month-to-month basis and directed staff to issue a request for proposals for a state lobbyist.

g.         Amendment of City Council Policy #26 Titled “Legislative Related Correspondence Signed by the Mayor.”  (Pg 283)  The Council directed staff to provide wording to clarify Council Policy number 26.

 

12.       COMMUNICATIONS - WRITTEN:

a.         Receive and File a Copy of Letter Sent to the California Regional Water Quality Control Board in Support of the City of San Diego’s Request to Renew its Variance from Secondary Treatment Requirements.  (Pg 289)  The Council received and filed a copy of the letter.
