a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5)  Approved.

 

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2016-2017.  (Pg 7)  Approved.

 

c.         Acceptance of Cays Median Conversion of Turf to Drought Tolerant Plants Project and Direction to the City Clerk to File a Notice of Completion.  (Pg 55)  The Council accepted the Cays Median project and directed the City Clerk to file a Notice of Completion.

 

d.         Acceptance of Refurbishment of City Bus Shelters Project and Direction to the City Clerk to File a Notice of Completion.  (Pg 57)  The Council accepted the bus shelters project and directed the City Clerk to file a Notice of Completion.

 

e.         Approval of Holiday Time Off for Employees During December 2016 Consistent With Prior Years.  (Pg 59)  The Council authorized the holiday time off.

 

 

11.       CITY COUNCIL:

 

b.         Receive Report Clarifying City Ordinances Related to the Use of Skateboards and Direct Staff that the Comprehensive Active Transportation Plan Incorporate Skateboards.  (Pg 67)  The Council received the report and directed staff to prepare an ordinance to remove language prohibiting skateboarding "upon any street or roadway" for future Council consideration, and to incorporate skateboards and all modes of transportation into the Comprehensive Active Transportation Plan, now being developed.

 

c.         Consideration of Reappointment of One Incumbent, Morgan Miller, to a First Term on the Bicycle Advisory Committee.  (Pg 73)  The Council reappointed Commissioner Morgan Miller to the Bicycle Advisory Committee.

 

d.         Consideration of Reappointment of One Incumbent, Thomas Miller, to a First, Three-Year Term on the Civil Service Commission.  (Pg 75)  The Council reappointed Commissioner Thomas Miller to the Civil Service Commission.

 

e.         Consideration of Reappointment of One Incumbent, Frances Howdyshell, to a First, Three-Year Term on the Cultural Arts Commission.  (Pg 77)  The Council reappointed Frances Howdyshell to the Cultural Arts Commission.

 

f.          Consideration of Reappointment of One Incumbent, Jeff Tyler, to Serve a Final, Three-Year Term on the Cultural Arts Commission.  (Pg 79)  The Council reappointed Jeff Tyler to the Cultural Arts Commission.

 

g.         Consideration of Reappointment of One Incumbent, Emily Talbert, to Serve a Second, Three-Year Term on the Historic Resource Commission.  (Pg 81)  The Council reappointed Commissioner Emily Talbert to the Historic Resource Commission.

 

h.         Consideration of Reappointment of One Incumbent, Alexander Yakutis, to a First, Three-Year Term on the Planning Commission.  (Pg 83)  The Council reappointed Commissioner Alexander Yakutis to the Planning Commission.

 

i.          Consideration of Appointment to Fill One Vacancy on the Bicycle Advisory Committee.  (Pg 85)  The Council appointed _______to serve out the remainder of the current term.

 

j.          Direct the Assignment of $3,720,318 in Excess General Fund Revenues over Expenditures from Fiscal Year 2015-16.  (Pg 89) The Council approved retaining, in General Fund reserves, $2,850,000 of the excess of revenues over expenditures from Fiscal Year 2015-16 General Fund operations; and assigned $870,318 to be available in Fiscal Year 2016-17 for mid-year appropriation adjustments.
