5.         CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 3) Approved.

c.         Approval of “A Resolution of the City Council of the City of Coronado, California, Adopting the Fiscal Year 2021-22 Road Maintenance and Rehabilitation Account (RMRA) Proposed List of Projects in Accordance with the Road Repair and Accountability Act of 2017.”  (Pg 25) The Council approved the resolution adopting the Fiscal Year 2021-22 Road Maintenance and Rehabilitation Account proposed list of projects in accordance with the Road Repair and Accountability Act of 2017.

d.         Authorization to Advertise the Wastewater Main Replacement Fiscal Year 2016-17 Project for Bid.  (Pg 33) The Council authorized staff to advertise the Wastewater Main Replacement FY 2016-17 project for bid.

e.         Award a Contract to National Plant Services, Inc. in the Amount of $82,700 for the Kettner Boulevard Sewer Point Repair Project; Authorize a Work Order to Harris and Associates in the Amount of $24,256 for Inspection Support; Authorize a Work Order Modification to Psomas in the Amount of $13,445 for Construction Support; and Authorize the Funding of a Navy Deposit Account to Reimburse the Navy up to $77,304.  (Pg 35) The Council (1) Awarded a contract to National Plant Services, Inc. in the amount of $82,700 for construction of the Kettner Boulevard Sewer Point Repair project (Contract No. 21-CO-ES-715); (2) authorized a Work Order to Harris and Associates in the amount of $24,256 for inspection support; (3) authorized a Work Order Modification to Psomas in the amount of $13,445 for construction support; and (4) authorized the funding of a Navy deposit account to reimburse the Navy up to $77,304. 

f.          Authorization to Issue a Work Order Modification with Peripheral LLC, dba The Barrie Company, in the Amount of $60,655 for Asset Management Report Services.  (Pg 37) The Council authorized the Interim City Manager to issue a work order modification with Peripheral LLC, dba The Barrie Company, in the amount of $60,655 for additional work related to updating and refining the City’s Asset Management Report.

g.         Accept the Naval Base Coronado Coastal Campus Force Main Project and Direct the City Clerk to File a Notice of Completion.  (Pg 39) The Council accepted the Naval Base Coronado Coastal Campus Force Main project and directed the City Clerk to file a Notice of Completion.

h.         Approve the Professional Services Agreement to Idibri for the Coronado School of Performing Arts (CoSA) Facility Audiovisual Upgrade Project in the Amount of $24,000.  (Pg 41) The Council approved and authorized the Interim City Manager to execute a contract to Idibri for the Coronado School of Performing Arts Facility Audiovisual Upgrade project in the amount of $24,000 for design and bid support services. 

i. Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending March 31, 2021.(Pg 43) The Council examined the quarterly Reports on Investments and ordered them filed.

j.          Approve and Authorize the Interim City Manager to Execute a Side Letter Agreement with the Coronado Firefighters’ Association (CFA) to Amend the Uniform Allowance.  (Pg 55) The Council approved and authorized the Interim City Manager to execute the side letter agreement with the Coronado Firefighters’ Association (CFA) to amend Article 3 to provide clarifying language regarding uniform allowance.

k.         Authorization to Execute a Sole Source Agreement with Axon Enterprise, Inc. for Body-Worn Cameras, Tasers, and Data Storage Services in an Amount Not to Exceed $600,000.  (Pg 61) The Council authorized the Interim City Manager to execute a sole source agreement with AXON Enterprise, Inc. for purchase/warranty/product replacement and data storage for body-worn cameras, Tasers, and video storage in an amount not to exceed $600,000 for a five-year period.  

l.          Authorize the Interim City Manager to Enter into a One-Year Extension of the Agreement for Police, Fire, and Emergency Medical Services with the Port of San Diego.  (Pg 63) The Council authorized the Interim City Manager to enter into a one-year agreement extension with the Port of San Diego relative to Police, Fire, and Emergency Medical Services.

m.        Accept the Fiscal Year 2020-21 Golf Course Parking Lot Lighting Improvement Project and Direct the City Clerk to File a Notice of Completion. (Pg 69) The Council accepted the Fiscal Year 2020-21 Golf Course Parking Lot Lighting Improvement project and directed the City Clerk to file a Notice of Completion.

 

8.         PUBLIC HEARINGS: 

a.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Approving an Amendment to the TransNet Local Street Improvement Program of Projects for Fiscal Years 2021 through 2025.”   (Pg 73) The Council adopted the resolution approving an amendment to the TransNet Local Street Improvement Program of Projects for Fiscal Years 2021 through 2025.

 

10.       CITY COUNCIL:

b.         Discussion and Action Regarding Response to COVID-19 Related Health Orders and Emergency Regulations. (Pg 89) The Council (1) Extended the waiver of parking requirements and temporary outdoor seating permits to allow outdoor dining on private property through September 30, 2021; and (2) authorized events associated with the Fourth of July Celebration as well as all previously approved 2021 major special events.

**c.     Approve Canceling the July 6 and August 3 Regularly Scheduled City Council Meetings.  (Pg 91) The Council approved canceling the first City Council meetings in July and August (July 6 and August 3) consistent with past practice. 

**d.     Approve Resolutions Adopting the City of Coronado Annual Budget for Fiscal Year 2021-22; Setting the Annual Appropriations (GANN) Limit; and Approving the Policy on Fund Balance and the Size and Use of Committed Fund Balance.  (Pg 95) The Council approved the following resolutions: 1) “A Resolution of the City Council of the City of Coronado, California, Adopting the Financial Plan and Budget for the Fiscal Year 2021-22, Fixing and Declaring the Budget for the Various Departments and for Capital Improvement Projects, and Appropriating Money from the Treasury for Such Purposes;” and 2) “A Resolution of the City Council of the City of Coronado, California, Approving and Adopting the Annual Appropriations (GANN) Limit for Fiscal Year 2021-22;” and 3) “A Resolution of the City Council of the City of Coronado, California, Approving the Policy on Fund Balance and the Size and Use of Committed Fund Balance.”

e.         Update on the Status of the Various Efforts to Underground Overhead Utilities throughout the City.  (Pg 117) The Council received the update and directed staff to return at a meeting in July to provide (1) a report on the First Street Assessment District with more detail on the bullet points listed on Page 118 of the staff report, (2) financing options that would be available for homeowners; and (3) cost-sharing options for the City to consider.

 

12.       COMMUNICATIONS – WRITTEN

  1. Consideration of Councilmember Sandke’s Request for an Update Regarding the Zuniga Jetty Anchorage Related to Current Enforcement, Ordinance Status, and Regional Developments.(Pg 135) The Council agreed to place the item on a future agenda.

b.         Consideration of Councilmember Sandke’s Request Regarding Parking Enforcement on the Isabella Avenue Median from Rotary Park towards the Beach.  (Pg 137) Councilman Sandke withdrew his request.

**c.     Consideration of Mayor Bailey’s Request Regarding Allowing Bicycles at the City’s Skatepark Facility.  (Pg 139) The Council agreed to place the item on a future agenda.
