City Council Actions from November 19, 2019

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2019-2020.  (Pg 7) Approved.

c.         Approve List of Prequalified Contractors for the Parker Pump Station Rehabilitation Project. (Pg. 63) Approved.

d.         Authorize the City Manager to Issue a Request for Proposals for Media Production Support. (Pg. 65) The Council authorized the City Manager to issue a Request for Proposals (RFP) for qualified firms or individuals to provide production services required for the live and recorded broadcasting of Coronado public meetings, production of public service announcements and other City videos as well as on-call photography and podcast production services.

e.         Approve the Recommendation of the Cultural Arts Commission to Install Friends of the Library Banners on the Orange Avenue Corridor Street Light Poles January 5 through March 2020, in Celebration of the 50th Anniversary of the Organization in Coronado. (Pg. 73) The Council approved the recommended designs and installation schedule for banners on the Orange Avenue median from First Street through Avenida De Las Arenas from January 5 through March 2020.

f.          Authorize the City Clerk to Issue A Letter of Solicitation for Special Counsel to Provide Legal Services for Matters Related to the November 2020 General Election to Be Held in the City of Coronado Pursuant to Coronado Municipal Code Section 1.84.070(A). (Pg. 79) The Council authorized the City Clerk to issue a letter of solicitation for the selection of special counsel to provide legal services for matters related to the November 2020 General Election for the City of Coronado.

g.         Authorize the City Manager to Execute A Contract Modification to TRB & Associates in An Amount Not to Exceed $50,000 For Professional Staffing Support Services. (Pg. 83) The Council authorized the City Manager to execute a contract modification with TRB & Associates to increase the professional services agreement value by $50,000 and extend the contract term for interim Chief Building Official staffing support services.

*h.       Filing of The Treasurer’s Reports on Investments for The City and The Successor Agency to The Community Development Agency for The City of Coronado For the Quarter Ending September 30, 2019. (Pg. 87) The Council examined the quarterly Reports on Investments and ordered them filed.

i.          Authorize the City Manager to Negotiate the Transfer of Ownership of the Existing Traffic Signal at Pomona Avenue/SR 75 from Caltrans and Assume Ownership of the Traffic Signal at Avenida del Sol/SR 75. (Pg. 115) The Council authorized the City Manager to negotiate the takeover of ownership responsibilities for the existing traffic signal at Pomona Avenue/SR 75 from Caltrans and assume ownership of the proposed traffic signal at Avenida del Sol/SR 75 once installed.

j.          Designation of Voting Delegate for the National League of Cities City Summit November 20-23, 2019 in San Antonio, Texas. (Pg. 117) The Council appointed Councilmember Marvin Heinze as the voting delegate at the National League of Cities Annual City Summit November 20-23, 2019 in San Antonio, Texas.

 

 8.        PUBLIC HEARINGS: 

a.         Public Hearing: Adoption of A Resolution Approving A One-Lot Tentative Parcel Map to Allow for Condominium Ownership of Two Residential Units in the R-3 (Multiple Family Residential) Zone (PC 2019-20). (Pg. 119) The Council adopted the resolution approving a one-lot tentative parcel map to allow for condominium ownership of two residential units for the property addressed as 846 D Avenue, Coronado, California.

b.         Public Hearing:  Consideration of Environmental Initial Study and Request for Authorization to Proceed with Preparing A Mitigated Negative Declaration for The Villa Capri Hotel Replacement Project. (Pg. 135) The Council authorized staff to prepare a Mitigated Negative Declaration in accordance with the California Environmental Quality Act.
